Olga Balytska is an expert in real estate and infrastructure, currently leading these sectors at PwC Ukraine. With a career spanning over two decades, Olga has demonstrated exceptional proficiency in the realization and management of large-scale investment projects both at regional and national levels, earning her a reputation as a go-to authority in construction, real estate transactions (incl. M&A), land law, transport, and social infrastructure.
Her achievements include significant contributions to large scale real estate projects in
Ukraine, aligning with global best practices. As a former member of the Kyiv City Council (2015- 2020), Olga was instrumental in initiating and supporting structural reforms across various domains including land use regulation, transparent governance, sustainable development, and the protection of rights for disabled people, among others.
One of Olga’s notable accomplishments was the fundamental reform in Kyiv concerning Share Participation in the Development of Transport Engineering and Social Infrastructure. This reform played a crucial role in improving Ukraine’s position in the Doing Business ranking, particularly in the “Receiving Approvals for Construction” category, where Ukraine ascended by 105 positions, and four positions overall. Olga’s profound impact on enhancing the investment landscape in Ukraine is vividly demonstrated through her direct contributions to the country’s legal framework, particularly in the realm of privatization laws. Drawing upon her vast experience leading cases for foreign investors, Olga has provided practical suggestions and legal drafts that have been instrumental in shaping the recent amendments to Ukraine’s privatization legislation. These contributions reflect her deep understanding of the investors’ perspective and a commitment to fostering a more attractive and accessible investment environment in Ukraine. Beyond her advisory role to the Kyiv City Mayor on Urban Development, Olga actively participates in Governmental/EU initiatives aimed at implementation of the New European Bauhaus principles in Ukraine with Ukraine recovery and other projects.
Her leadership as the Chair of the Ukraine Recovery Committee of the European Business Association is pivotal in driving the post-war recovery and development of Ukraine, ensuring the country moves towards sustainable economic growth and technological advancement.
Olga’s commitment to Ukraine’s recovery and resilience extends to her collaboration with PwC UK in developing the Kyiv City Recovery Framework, a strategic vision for the city’s post-war development. Her efforts are also recognized internationally, with accolades including the Real Estate Lawyer of the Year by Women in Business Law Awards EMEA 2023 and listings in prominent directories such as Legal 500 and Expert Guides by Euromoney Institutional Investor. Olga was also among the top 100 most influential women in Ukraine (according to the rating of NV, 2018) and the top female Ukrainian lawyers (according to the rating of Yuridichna Gazeta, 2019). Olga holds a Master of Law from Kyiv National University named after Taras Shevchenko and is proficient in Ukrainian, English, and Italian. Her specialties encompass grassroot democracy, recovery strategizing and architecture, construction, infrastructure, PPP, investment support, agricultural law, and privatization of real estate.
